The experience of recent years of strategic navy in strategic planning and the recent success of this organization is crucial to the importance of such programs. The strategic plans of the organization can create competitive advantages, create the conditions for competitiveness in a dynamic environment and ultimately gain power. In this study, an attempt has been made to examine the challenges of implementing strategic plans in the strategic navy of the army. The present study is applied in terms of purpose and descriptive / survey in terms of data collection, so by reviewing the thematic literature, 14 variables were identified as challenges in the implementation of strategic plans. Then using statistical analysis of population status The cognitive of the statistical sample was examined. Also, after extracting the identified barriers, a questionnaire was designed in 4 sections with the structure of pairwise comparisons. After distributing the questionnaires and collecting information using the AHP method and with the help of Expert Choice software, prioritized the identified problems in each branch and the results showed that the lack of a proper evaluation system in the structural branch, the weaknesses of the sections. Execution and line in the behavioral dimension and organizational culture in the background dimension is one of the most important challenges in the implementation of strategic plans in Ndaja in naval operations.
